Nick Tubbs
Chief Executive Officer
Nick has over 20 years of experience at the Board level as a Chief Executive, Managing Director, Consultant, and Non-Executive Director within listed companies and large corporates. With a strong track record of applied innovation, he has designed and led business transformation through driving growth, business improvement, and service quality programmes. These skills have been gained whilst working in Blue-Chip FTSE 250, NYSE and Swiss-listed firms. Having joined CDER Group in 2016, Nick has been instrumental in our growth, success, and in achieving outstanding results and delivering value to both clients and stakeholders.

Paul Caddy

Paul is a highly accomplished director with over 30 years industry experience. His extensive qualifications include a law degree, an MBA, and certification as an Authorised High Court Enforcement Officer. Paul is also a Board Member for the High Court Enforcement Officers Association, where he plays a key role in representing the interests of stakeholders.
As a former President of CIVEA, and a member of both the Enforcement Law Review Group and Enforcement Regulation Group, Paul was instrumental in driving the successful legislative and fee reforms of the 2014 Taking Control of Goods Regulations. These reforms have had a profound impact on the way enforcement is conducted, improving fairness and transparency in the enforcement process.
Regarded as an expert in enforcement legislation, Paul has also published numerous articles and best practice documents, demonstrating his commitment to improving enforcement standards.

Andy Cummins
Director, Local Government
Revenues
Andy has over 30 years’ experience within local authority revenue collection and the enforcement industry. His experience includes holding previous roles as NNDR Manger with the London Borough of Barnet, where he gained extensive insight into local government revenues management. He then joined the Capita Group as a Revenues Manager, later becoming Head of Recovery, where he was responsible for collecting Council Tax and NDR for Capita’s Local Government clients.
Andy joined the enforcement industry in 2003, quickly building strong and lasting client relationships through his unique hands-on approach, putting himself in the clients’ shoes at all times.
A former (twice-elected) President of the IRRV (Institute of Revenues Rating and Valuation) London and Home Counties Association, Andy remains an active industry figure, now leading our Local Government Revenues Directorate.

Carole has over 18 years’ experience within the enforcement industry. Educated at Roehampton University and the Cranfield School of Management, she has a comprehensive knowledge of all areas of business management and growth, with a proven track record of planning and delivering strategic goals and objectives.
Leading and managing a number of large central and local government contracts Carole has an excellent reputation for identifying customer needs and delivering high performance and outstanding customer service.
Carole is passionate about delivering compliance and enforcement services in a fair and ethical manner and works vigorously within the sector to promote best practice. She has cemented firm relationships with many advice sector organisations, supporting their goals and enhancing business processes to fully support vulnerable customers.

Lee Brown

Lee joined the industry in 1992 following 10 successful years as Director of Operations at Welcome Financial Services (FTSE 250). Joining CDER in 2011 as Chief Operating Officer, he is responsible for service delivery, operational excellence, and ensuring compliance with legislative and client requirements. Lee also manages key account relationships and manages our Darlington operations centre.

Xiang has over 16 years of experience in the financial industry, having worked with a top 20 accountancy firm. Originally a qualified medical doctor, Xiang transitioned to finance 20 years ago and joined CDER Group in 2011. Xiang is responsible for Finance and Company Secretariat, strategic and operational financial planning, monitoring and reporting, statutory accounting requirements and managing key relationships with banking partners.

As Chief Technology Officer, John has 25 years’ experience in the IT industry, ensuring that our technology remains industry-leading, delivering effective and compliant collections. Possessing a strong background managing high profile IT projects for major banking and telecoms organisations such as Lloyds Bank, TSB and BT, John is responsible for CDER’s IT and data security infrastructure, client systems, process integration, and the management and growth of our expanding IT team. He also ensures compliance with ISO 27001 and GDPR while driving innovation and continuous improvement in our technology and processes.

Adrian joined CDER Group in 2015 as Head of Business Intelligence, bringing over 15 years of experience in business intelligence and performance improvement reporting. He has implemented market-leading Business Intelligence tools to deliver company-wide operational KPIs and detailed batch-level performance insights and reporting.
Day-to-day, Adrian and his team work closely with our Operational Management team to provide accurate Management Information, supporting contractual targets and positive customer outcomes. They also work closely with clients to provide transparent and detailed performance insights, providing an unrivalled understanding of our services and the strategies we use to maximise collections on their behalf.

Helen Roberts
Head Of HR
Helen holds a Master’s degree in Human Resource Management & Development and has 16 years of experience in Human Resources, including nine years in the sub-prime finance industry. She joined CDER in 2011 as Head of HR, where she developed an engaging HR strategy and a framework of policies and procedures across the group.
Leading our HR and training teams, Helen plays a key role in our customer service delivery. She manages recruitment to attract high quality candidates and ensures employees receive the training and development needed to uphold CDER’s quality and performance standards.
Helen also oversees our Investors in People accreditation, as well as social welfare initiatives like the Healthy Workplace Charter.
